JULIA AGER
President and Founder
Before launching Sapphire Strategies, Julia Ager was 2018 Chief Digital Officer at the DCCC. She led the Committee to raise historic amounts online — over $110 million for the DCCC and $18 million for House campaigns — and win a resounding Democratic House Majority in the 2018 midterms.
As part of that success, Julia led the DCCC to build the largest and most successful list growth operation in the country, raising $27 million online through email acquisition alone.
Julia and her team ran a historic digital advertising operation across 44 House districts. This $3.5 million program helped increase voter turnout by 188% for millennials, 174% for Hispanics, and 157% for African Americans.
Before joining the DCCC, Julia did digital fundraising at the DSCC and worked at the technology company Salsa Labs. She graduated from Rice University and is from Ann Arbor, Michigan.

SHEREEN AHMAD
Director of Digital Strategy
Shereen Ahmad joins Julia from the DCCC, where she was the Committee’s Senior Digital Strategist.
Shereen ran the DCCC’s multi-million-person social media following, leveraging these followers to organically grow the DCCC’s email and text fundraising programs. In the 2018 cycle alone, Shereen led the DCCC social media accounts to reach American voters an unprecedented 800 million times.
Before joining the DCCC, Shereen was a political operative across Texas, working to advance the Lone Star State's progressive trajectory. She is a graduate from the Univerisity of Texas at Austin.
JULIANA DOLCIMASCOLO
Director of Digital Advertising
Juliana joins Sapphire Strategies after working as the DCCC's Digital Campaign Manager for the 2018 cycle.
She managed the team’s record-breaking email fundraising program, spearheaded the design of innovative media plans for voter registration and mobilization, and trafficked millions of dollars in digital advertising.
Juliana currently lives in Chicago, Illinois. She graduated from George Washington University, and is an Ohio native.

meghan mcanespie
Digital Strategy and Training Manager
Meghan joins Sapphire Strategies from a Washington D.C based digital fundraising firm.
She ran email fundraising programs for both sitting members of Congress and new Democratic candidates across the country. In 2018, she spearheaded digital fundraising for the AZ-02 House race which was successfully flipped from red to blue.
Previously, Meghan was a Field Organizer in Ohio during the 2016 Presidential Campaign.
She graduated from the Catholic University of America in Washington D.C and is a Lowell, Massachusetts native.

jane-elise ryer
Senior Digital Strategist
Jane-Elise joins Sapphire Strategies from a Washington, DC based digital firm, where she got her start as a Digital Associate in the 2018 cycle.
Previously, she ran email programs for influential Democratic PACs. Her prior record-breaking work contributed to Democratic victories in key swing states such as Wisconsin and Virginia.
In addition, she previously worked for the Congressional Black Caucus and the Carter Center.
Jane-Elise is a native of Baton Rouge, Louisiana. She attended Lake Forest College where she graduated cum laude.

Isaac Bonilla
Multimedia Designer
Isaac Bonilla joins Sapphire Strategies from Pete Buttigieg’s presidential campaign where he worked in Organizing.
Isaac helped win the state of Iowa by developing and designing an animated caucus training series for organizers and volunteers. In addition, Isaac also created digital fundraising content and worked on ballot access in several key states.
Prior to politics Isaac interned at NASA’s Kennedy Space Center, where he worked in Strategic Communications creating social media content and leading digital projects.
Isaac lives in South Florida and is a graduate from Full Sail University.

andrea aguilar
Digital Strategist
Andrea joins Sapphire Strategies from the DLCC, where she was the committee's Political Assistant during its most successful cycle to date. At the DLCC, Andrea managed various departmental projects including the DLCC's inaugural Campaign Academy, a training series for caucus staff.
Prior to working at the DLCC, Andrea served as the Volunteer Coordinator for the 2017 March for Science and was a Field Organizer in Colorado during the 2016 Presidential campaign. In both capacities, Andrea utilized digital organizing tools to recruit volunteers and amplify the message of the campaigns.
She is a graduate of Wellesley College and a Los Angeles native.

lydia xia
Digital Strategist
Lydia Xia joins Sapphire Strategies from 4CM+M, where she was an Associate.
At 4CM+M during the 2018 cycle, Lydia worked on a team of three in writing scripts, filming timelines, production and delivery for over 200 pieces of television, radio, and digital ads for top-tier Democratic races and organizations. In addition, she spearheaded the design of over 100 static digital creatives for a variety of critical campaigns and organizations across all major platforms.
Before 4CM+M, she was at the Democratic Legislative Campaign Committee. Lydia is from Arizona and she was a graduate from the University of California, Berkeley; go bears!

Francesca Castelli
Digital Strategist
Francesca joins Sapphire Strategies from the digital fundraising world, where she got her start as an Associate during the 2018 cycle.
During that time, Francesca worked on a team that collaborated with six different candidates up and down the ballot. She wrote meaningful, story-driven copy for emails and ads, in addition to designing eye-catching graphics. Francesca also focused heavily on data analysis, interpreting interaction and fundraising data to enhance her clients programs and produce strong results.
Prior to that, Francesca worked in fundraising on two competitive congressional campaigns. She is a proud Chicagoan and graduate of the University of Wisconsin - Madison.

eric wolfert
Digital Strategist
Eric joins Sapphire Strategies after several years in both the digital fundraising and direct mail worlds.
His experience ranges from working with some of the most progressive members of Congress to flipping red seats blue. He has managed email programs for congressional, statewide, and municipal campaigns for Democrats across the country, writing short- and long-form copy as well as leading back-end coding and production.
Eric originally hails from the New York City area — go Yankees! He is a graduate of George Washington University, where he is also currently pursuing a Master’s in Political Management.
